I'm an idiot! I decided to give it one more try--and realize I had the power outlet order reversed. All is working now, thanks!

But that's exactly the problem. The wifi strip status says "responding" and I defined outlets. When I turn one ON there's an audible clicking noise, but no power to the outlet. I don't think I'm doing anything wrong as my first strip is configured and working fine. Should I open a support case?

I can try that... but it doesn't make sense to me--the strip definitely has a wifi connection, the app can see it, and I can hear it audibly "clicking" when I turn outlets on and off. Just doesn't seem to be consistent power to the outlet.
