Newbie / Power Bar not powering

so I set up a collective, I have an x8 power bar, two wave engines, and an x4 controller.

No matter what I do, I can't get the power bar to supply power to anything. The light on the x8 turns green, I can turn it on or of if I'd like, the app says it's "on" but the devices (lights in this case) are not receiving power.

When I unplug them and plug them into regular outlets the devices (lights) act as expected/turn on.
