Make sure you do have terminators on the command bus or the communication will not work. You will need to choose one as being the first controller in the collective. This controller will transfer it's settings to that of the collective. Any other controller added will have any settings erased so make screenshots of everything before you add it to the collective so you can recreate the inputs and outputs in the collective after you add it. Just select the controller you want to be the first in the collective, Then you can create the collective by selecting the + sign in upper right of the left menu. Then near bottom center there is a button create new collective. You will have to give the collective a name and upload changes. The controller will now be a part of that collective and no longer show as a selection in the left menu but the collective will be there instead. Make sure you are in the collective and select the left menu and then select devices. There should be a + sign in lower right of screen. Click that and choose the controller you want to add but remember it will erase the settings in that controller when it is added to the collective. So give yourself plenty of time to add it all back once it is a part of the collective. Once in a collective all inputs and outputs are treated like one large controller instead of individual controllers so inputs on one can be used to control outputs on another.
