cycle wave times

Sorry for what is probably a dumb question, but when setting cycle durations, what do the columns mean?

So do I have a one minute cycle?
It's the last .000 column that confuses me.

I can't really tell. It's a gyre, set up opposite end from another gyre. So it's hard to see exactly what is ramping up or down. But that second column is minutes, right?

Watch the tiles are they changing at a one minute rate.
