How does the ATO work with only 1 level sensor? When the sensor goes dry is there a time delay before the pump starts?

No, it starts the pump as soon as the sensor shows dry then stops when wet. In addition you can set minimum and maximum run times plus min and max off times.
 
You shouldn't use a ATO with one sensor though. Should have at least two. One for the reservoir and other for low indication to start pump. Ideally 3 is best. One for reservoir, one for low and one for high (emergency). However, you can make a fail safe to stop pump at maximum run time.

You can set a maximum on time and set run past max on time to off and it will shut the pump off and send an alert. The only way out of that is for the user to turn the output on or off in override then back to on or the level sensor would have to go wet to reset it and then go dry again. That would not happen if it did not fill because the reservoir was low or empty.
