Hydros Control 4 breathing purple after factory reset. Can't connect.

No matter what I do, I can't connect to the Controller. It's currently breathing purple. I doesn't show in the list when I hit the "+" button to add a new device. It doesn't show in the WiFi list. When I have it in Bluetooth mode, there's a device that shows up called "I_TL", but when I click on it, it says "An app is needed to use this device". So, I'm not sure if this is the Controller or not. Any help is appreciated. TIA
