It would be nice if the web page app had the same functionality as the phone app, specifically the ability to add new devices.

The reason it does not is it would need bluetooth and not all devices that can use the web app have that capability.

Apple and Microsoft do not allow web browsers to access the Bluetooth chip. That would create a severe security liability. The decision to not allow Bluetooth access comes from the OS developer and it is at the core of the code and we cannot change it.
