I have 4 devices in the collective using WIFI can set WIFI to none on two of them to limit the need for for only two spots requiring WIFI

I am jot sure I follow what you are asking. If it is controllers then they have to have access to wifi even in a collective. Also any wifi power strips, wifi plugs or wifi fish feeder also has to have their individual wifi access to work.

You confirmed what I thought WiFi is required for a lot of the Hydros products.
In my situation my WiFi is from my iPhone personal hotspot-limited to four uses
I can not expand my hydros collective or add any other WiFi parts

Also each controller has to have access to the internet since they communicate with a cloud server over the internet.

I am not sure which carrier you are on but T-Mobile has a home internet access plan but the device is limited to your residence. I don't think you can carry it with you. I don't know the details since I have Spectrum but I am a T-Mobile customer and got that advertisement from them a while back.
