It’s a new used controller, I bought it second hand, but when I set it up, the unit is only connected to the cloud
Did the original owner delete it from their account. You won't be able to add it to your account and setup wifi without them deleting it from there account. It also will not show any outputs until you create some.

They did, I was able to connect to my cloud, but nothing showed up.

Did you create an output yet? Nothing will show up under output till you create one. Also the XP8 does not have any inputs so you will need another controller also for any inputs you want to use to control an output with. You will also need a command bus cable and a couple of terminators so you can create a collective with the controllers.

The xp8 can be a stand alone unit and have to connect to be a collective?

You can use one stand alone but you would be limited to scheduled type outputs since it has no inputs for temp sensors so you could not control a heater or cooling device with it as stand alone, but if it is in a collective with a controller with a temp sensor connected to a sense port you could then use it to control heaters and such. There are also other input types such as water level sensors and leak detector along with pH and salinity inputs. But to be in a collective you will have to connect the controllers together using command bus cables and use 2 terminators in the 2 end command bus ports. You would also need to create the collective in the app when you have one of the controllers accessed. That controller will transfer it settings to the collective. Any controller you add after the first one will have it's settings erased but that is not usually and issue since most of the time you would be adding a new controller that you have not yet set up anything on it. Just make sure all firmware is up to date before adding a new controller to the collective. You will have to add them once they are hooked to the command bus in the app. When making any command bus connections always power down all controllers that are connected to the command bus including the one you are adding.

Can I program the XP8 power plug to my oase surface skimmer and UVC for on off schedules?

Yes if you use the corrent output type. The advanced generic output type has a schedule if you turn on has internal schedule in the settings. Here is an output where I use the schedule in a generic output. This is used to turn on my output that powers the solenoid on the input solenoid for my RODI unit. It is setup to run for 10 minutes every 2 hours. This turns on the RODI to refill the RO bladder tank several times a day if a refill is needed. The RODI unit has a ASOV so the reason I have the solenoid on the input is it will shut this solenoid off if there is a leak detected at the RODI unit. Since the solenoids cannot be kept on all the time this allows it to refill the bladder tank for the RO water to the ice maker in the fridge.
